I'm not 100% sure of this, but:

I think the Poll is actually just a 802.15.4 data request frame - the User Guide (and Wireshark dissector) does not include a definition of a JenNet Poll frame type.
The parent buffers packets for an ED for only 7 secs. This hints to me that they are buffered in the MAC layer, not in the JenNet stack.

Therefore, the 'business end' of the Poll/Response would appear to be in the MAC layer i.e. it can have no concept or means to differentiate whether it is Service or Non-Service data.
As I say, this is supposition. But I'd be surprised if the polling mechanism in JenNet did not apply to Service data too.
